Germany declares war on Russia on August 1, and on France two days later. Over the course of World War I, the Supreme military Council incrementally assumes dictatorial control. With the Treaty of Brest-Litovsk (Mar. 3, 1918), Germany gains control of the entire Baltic region, the Ukraine, and the Caucasus to the Black Sea. During the closing weeks of World War I (Oct. 4 - November 9), efforts are made to transfer Germany into a more democratic constitutional monarchy. (en-US)
